The State of California provides health insurance through Healthy
Families and Medi-Cal for working families, particularly
children.
- About 90% of uninsured children and parents are in working
families.
- 1.1 million uninsured children in California are eligible for
low-cost or no cost insurance.
- Over 500,000 uninsured adults are currently eligible for Medi-Cal.
What Low-Cost or No-Cost Insurance is Available?
Medi-Cal is no-cost health coverage with full benefits (provided
mostly through private and local health plans) for the whole family
- both children and working parents with lower incomes. Healthy
Families is low-cost private health plan coverage with full
benefits for uninsured children in low-income working families.

What is the Cost For Employees?
- In Healthy Families, monthly premiums for children range from
$4 to $9 (with maximum cost of $27 per family), depending on family's
income and size. Co-payments of $5 apply for each doctor visit
and for prescriptions. All preventive care services are free (e.g.
immunizations and child health screenings).
- In Medi-Cal, children and parents have no premiums. Parents
pay small co-payments ($1) for outpatient services and prescriptions.
Who is Eligible?
- Children up to age 19 with annual family incomes at or below
$45,250 (for a family of four).
- Parents are currently eligible with family incomes at or below
$18,100 (for a family of four).
Parents and children who are U.S. Citizens or qualified immigrants,
including legal permanent residents, are eligible. Even if the parent
is not a legal resident, the child may still qualify.
How Does A Family Apply?
- Families apply by completing a mail-in Healthy Families/Medi-Cal
application.
- Community organizations are availabe to assist families with
filling out applications. To order applications in 10 languages
or locate an assistor in your neighborhood call (888)-747-1222.
What benefits are covered through the Program?
A choice of comprehensive health, dental and vision coverage through
insurance plans. You have a choice of plans including a community
provider health plan in each county.
Can an employee who already has employer-sponsored coverage
for their children transfer to Medi-Cal or the Healthy Families
insurance?
Medi-Cal insurance can supplement employer-sponsored coverage for
those eligible for Medi-Cal. For Healthy Facilities, eligible children
may not be covered by employer-sponsored insurance three months
prior to enrollment. Some exceptions apply such as when employers
discontinue coverage for all employees or a child's parents loses
her job.
How Can Employees Assist Their Employees?
- Let your employees know about this important opportunity. Share
this information with your employees and distribute brochures.
- Seek assistance from community-based organizations in your neighborhood
that can help your employees fill out applications.
- Provide payroll deductions and send premium amounts directly
to the Healthy Families program
- Premium discounts of 25% are available if premiums can be deducted
from the employer's bank account by electronic transfer.
- Sponsor worker's dependents by paying Healthy Families premiums
for eligible children for 12 months in advance.
