Small businesses need a level playing field when it comes to competing for state and local procurement. Smaller enterprises should be automatically informed about available government contracts. There should be one set of small business criteria for all local, state, and national agencies for government contracts. These criteria must provide parity and compliance with the Governor’s Executive Order for all small businesses.

AB 53 – Solorio: Requires that each admitted insurer, with gross annual revenues exceeding $25,000,000, and their regulated subsidiaries and affiliates, submit annually to the Insurance Commissioner a detailed and verifiable plan for increasing procurement from women,minority, and disabled veteran business enterprises. AB 150 – Perea: Authorizes the Department of General Services to establish policies and procedures to monitor the progress of the agencies toward meeting the goal of 25% small business participation and to provide this information to the Office of Small Business Advocate. Sponsor
AB 1206 – Galgiani: Requires the High-Speed Rail Authority to identify essential components of, and adopt, a small emerging business enterprise program as part of contracts to be awarded by the authority relative to development and construction of the high-speed rail system. Support

SB 497 – Rubio: Requires a state agency that accepts bids or proposals for a contract for supplies, materials, or equipment to provide a preference of 5 percent to a California business meeting. Support
SB 555 – Hancock: Requires a state agency that accepts bids or proposals for specified contracts for goods or services exceeding $1,000,000, or for the distribution of funds pursuant to the federal American Recovery and Reinvestment Act of 2009, on or before 7/1/17. Support
SB 733 – Price: Requires for the High-Speed Rail Authority to create a strategy for ensuring the participation of small business enterprises in contracts awarded by the authority with state or federal funds during all phases of the project. Support
SB 734 – Price: Will require the authority to identify essential components of, and adopt, a small business program as part of contracts to be awarded by the authority relative to development and construction of the high-speed rail system. Support
SB 735 – Price: Requires the High-Speed Rail Authority, in awarding contracts for the construction of the high-speed rail system, to require that 25% of the workforce used at each worksite be from the local workforce. Support
SB 817 – Correa: Requires a disabled veteran to have at least a 10% service-connected disability and require a disabled veteran business enterprise to submit specified income tax information to the Office of Small Business and Disabled Veteran Business Enterprise Services. Support
SB 823 – Corbett: Defines made in California products as made in California, including that the company that manufactures the product is headquartered in California, and primarily designs and manufactures a physical product rather than a digital product or service. Support
