The environmental regulations continue to have a disproportionate impact on small businesses. Small Business supports environmentally sound policies and will closely monitor and assist in the implementation of the greenhouse gas emission reduction legislation.

Bill Summary
AB 135 – Hagman: Will require one appointed member of the state board to be a current owner of a small business, who has worked for, owned, or worked for and owned, that small business for at least 10 years until 1/1/2017. Support
AB 913 – Feuer: Declares the intent of the Legislature to enact legislation to establish a program to provide for the voluntary certification of businesses that adopt environmentally preferable business practices. (Spot Bill) Support
AB 915 – Fletcher: Will declare the intent of the Legislature to modify the California Solar Initiative. Support.
SB 148 – Steinberg: Clean Technology, Career Technical Education, and Dropout Prevention Program. Allocates $8,000,000 from the Energy Resource Program Account for the expenditure in the form of grants to school districts to maintain partnership academies. (SBX 11) Support
SB 211 – Emmerson: (SBX 11) The bill would prohibit the imposition of a civil or criminal penalty upon a customer of an automobile service provider for a violation of the requirements of the regulation. Support
SB 237 – Wolk: A percentage of funds generated from the state sale of emission allowances for market-based compliance mechanisms adopted pursuant to the act and funds from federal global warming programs shall be made available, to fund activities that will reduce greenhouse gas emissions, or adapt to global warming, in the state's agricultural sector. SB 454 – Pavley: Subjects a licensee to discipline for the failure to comply with specified energy efficiency standards under the California Code of Regulations. Requires the board to submit an annual report to the Legislature. Oppose
SB 533 – Wright: The California Global Warming Solutions Act of 2006 designates the State Air Resources Board as the state agency charged with monitoring and regulating sources of emissions of greenhouse gases. Support
SB 620 - Correa: The CEQA requires a lead agency to prepare, and certify the completion of, an environmental impact report on a project. Watch
SB 771 – Kehoe: Include as eligible electricity generating systems that may receive incentives pursuant to the Emerging Renewable Resources Account, continuous clean renewable energy resources, as defined, that utilize waste gases from landfills, digesters, or wastewater treatment facilities to generate electricity. Support
Initiative AB 32 - Suspends State laws requiring reduced greenhouse gas emissions that cause global warming, until CA unemployment rate drops to [4.8% or 5.5%] or less for four consecutive quarters. Requires State to abandon implementation of comprehensive greenhouse-gas-reduction prg major polluters. Support.
