#1 Access to Credit & Capital

CSBA calls on the State of California to develop and implement alternative lending and equity intermediary institutions to channel more capital to small businesses.  CSBA urges the uses of public and private pension funds as investments in small business ventures.  Legislation at the State level to match federal funding opportunities is imperative so California small businesses are not left behind.

AB 29 – J. Perez: Creates the California Business Investment Services Program, for the purpose of serving employers, corporate executives, business owners, and site location consultants who are considering California for business investment and expansion. Support.
AB 32 – Lara: Legislation will provide for research and assessment of urban and suburban communities regarding their assets, skills, and needs, and utilize that data to determine economic opportunities in those communities and support access to capital for entrepreneurs. Support
AB 38 – Bradford: Creates a Banking Development District Program that would encourage the establishment of banking branches in designated geographic locations where there is an under served community. Support.
AB 79 – Beall: Authorizes the regents to create a University Venture Development Fund for each campus of the university for the deposit of contributions made for purposes of paying for qualified research expenses. Support
AB 231 – M. Perez: Modifies the definition of a targeted employment area. Assists in helping identify neighborhoods of low- and moderate-income workers for the purpose of providing those workers with employment assistance, training, and job placement. Watch.
SB 232 – M. Perez: Stabilizes local communities, alleviate poverty, and enhance the state's economic prosperity through the implementation of public and privately funded programs and services that stimulate business and industrial growth in the depressed areas of the state. Watch
AB 330 – Norby: Establishes a procedure by which the department, the Attorney General, and the courts would handle major audit violations on redevelopment agencies. Authorizes the Controller to conduct quality control reviews of independent financial audit reports. Watch
AB 624 – M. Perez: Extends the operation of the credits until 1/1/2017, and requires the Insurance Commissioner to establish a CA Organized Investment Network Advisory Board, to advise the CA Organized Investment Network. Support
AB 894 – M. Perez: Authorizes the CA Industrial Development Financing Advisory Commission to establish the CA Manufacturing Competitiveness Loan and Loan Guarantee Program for the purpose of attracting, retaining, and expanding manufacturing facilities. Watch
AB 1151 - Feuer: The CA Public Divest from Iran Act prohibits the Public Employees' Retirement System and the State Teachers' Retirement System from investing public employee retirement funds in a company with business operations in Iran that is invested in or engaged in business operations with entities in the defense or nuclear sectors of Iran. Support
SB 1379 – Bradford: Expresses the intent of the Legislature to enact legislation for the purpose of economic development in the state. (Spot Bill). Watch
