Access to Capital

CSBA calls on the state of California to develop and implement alternative lending and equity intermediary institutions to channel more money to small businesses. CSBA urges the use of public and private pension funds as investments in small business ventures. Legislation at the State level to match federal funding opportunities is imperative so California small business are not left behind.

BILL SUMMARIES

AB 165 – Carter: Microenterprises: economic development. This bill would revise the definition of microenterprise.

AB 672 – Bass: Economic stimulus. This bill would state the intent of the Legislature to enact legislation to ensure that any economic stimulus moneys received from the federal government are directed to programs and projects that provide the greatest economic benefit to the state, while maintaining and advancing the state's long-term policy goals.

AB 699 – Portantino: Economic development. Requires the California Economic Strategy Panel to prepare and submit a preliminary version of the California Economic Development Strategic Plan to the Governor and the Legislature prior to May 1, 2010, and to prepare a final version of the plan within 5 months of the conclusion of required hearings by the Legislature on the preliminary version of the plan.

AB 904 – Perez: Local capital investment incentives: qualified manufacturing facilities.

AB 1460 – Solorio: Economic development. This bill would, instead, require the California Economic Strategy Panel to prepare and submit a preliminary version of the California Economic Development Strategic Plan to the Governor and the Legislature prior to January 1, 2011, and to prepare a final version of the plan within 5 months of the conclusion of required hearings by the Legislature on the preliminary version of the plan.
