CSBA will lead the fight to expand generation supply in the State to help meet the growing demands for energy. Consumer protection for small business owners i.e. slamming, phishing, early termination fees, etc. and fairness in rates are major objectives in the utility areas of energy, telecom and water.

AB 1920 – Huffman: Solar and wind generating resources: net metering: Expands the current net-metering programs for wind and solar, to allow the net-metered customers to sell any excess electricity they produce over the course of a year to their electric utility.

AB 1973 – Ruskin: Public utilities commission: Requires the Governor to appoint, subject to the approval of the Senate, a president of the Public Utilities Commission within its members and repeals requirement that the president direct commission staff.

AB 2307 – Price: Telephone services: change in telephone service provider: Requires telephone corporations to offer customers the option of verifying the subscriber's decision to change the residential telephone service provider by independent 3 rd -party verification and notification by US mail.

AB 2385 – Ruskin: Telecommunications: mobile telephony services: release of subscriber information: Prohibits a specified entity that has aggregated or generated dialing number information of subscribers of mobile telephony services from releasing to the public the dialing number information for a subscriber without first obtaining the express consent of the subscriber.

AB 2578 – Lieu: Public utilities commission: procedures and remedies: Authorizes the Public Utilities Commission, when the commission institutes an investigation on its own motion in an adjudication case, to determine that the respondent lacks the ability to pay potential penalties or fines or to pay restitution that may be ordered by the commission and if so found to order the respondent to demonstrate the ability to pay potential penalties.

AB 2885 – De La Torre: Telecommunication: mobile telephony service: prepaid service: Requires the commission to adopt rules to protect consumers of prepaid calling cards and services from undisclosed changes.

SB 1389 – Padilla: Public utilities: telephone corporations: acquisitions: Exempts telephone corporations that are not regulated under a rate-of-return regulatory structure from the prohibition against a public utility purchasing or acquiring stock of another public utility without authorization from the commission.

SB 1438 – Padilla: Electricity: smart grid systems: States that it is the policy of the state to encourage, and where appropriate, mandate the utilization of smart grid systems.

SB 1518 – Correa: Water charges, meters and submeters: multiunit residential structures: Requires every water purveyor who provides water service to any person residing in a multiunit residential structure for which a construction permit has been issued to require the installation of meters or submeters on each individual rental unit.

SB 1536 – Dutton: Electrical restructuring: Power Exchange: Repeals the provisions creating the Power Exchange.

SB 1672 – Steinberg: Energy: Renewable Energy, Climate Change, Career Technical Education and Clean Technology Job Creation Bond Act of 201_: Creates the Renewable Energy, Climate Change, Career Technical Education and Clean Technology Job Creation Council to authorize the issuance and sale of $3,000,000,000 in obligation bonds.
