Small businesses need access to affordable technology services and training to compete in both local and global markets. Funds to support and accelerate growth of small businesses in the technology arena must be made more readily accessible. Urban and rural small businesses are particularly vulnerable to the “digital divide”.

AB 2118 – Villines: State agencies: administrative regulations: This bill would prohibit a state agency from adopting a regulation that either would require any person or entity to use a specific technology unless that technology has been operational and proven effective for more than 2 years or would place an undue burden on California business on an annual basis and result in significant loss of jobs.
AB 2711 – Portantino/Arambula: Economic development: innovation and technology: This bill would delete certain provisions and would instead require the Secretary of Business, Transportation and Housing to convene a statewide business partnership for innovation and technology, to complete a study and submit it to the Legislature on the competitiveness of California's businesses in technology and innovation, and to prepare a strategy for technology and innovation.
AB 2735 – Smyth: Internet service providers: record keeping: This bill would require an Internet service provider domiciled in California to keep records for 2 years following allocation of an IP address under its control and to make those records reasonably available to federal or state law enforcement or the Attorney General
AB 2854 – Mendoza: California Small Business Advocate: Internet Web site: This bill would require the advocate to establish a one-stop location on its Internet Web site for posting announcements of business-related programs, information, announcements, and services offered by state agencies, departments, commissions, boards, and other state entities and other specified information.
AB 2950 – Huffman: Computers: false or deceptive commercial e-mail messages: This bill would declare the intent of the Legislature to prohibit false and deceptive spam e-mails.
SB 1437 – Padilla: Education technology :
This bill would recognize the California Virtual Campus for specified purposes relating to education technology and would require the California Virtual Campus, in partnership with the K-12 High-Speed Network, to facilitate ongoing collaboration and joint efforts with other educational entities and community-based organizations.
SB 1743 – Oropeza: Business technology: This bill would declare the intent of the Legislature to enact legislation specific to the regulation of technology.
