Access to Capital

CSBA calls on the state of California to develop and implement alternative lending and equity intermediary institutions to channel more money to small businesses. CSBA urges the use of public and private pension funds as investments in small business ventures. Legislation at the State level to match federal funding opportunities is imperative so California small business are not left behind.

AB 2206 – Price: Economic development: small business development centers: Authorizes funding for SBDC in addition to Prop 98 funds.

AB 2416 – Fuentes: California small business board: Requires the board to advise the Governor and others about innovation financial products and examines new financial products.

AB 2636 – Arambula: Economic development: emerging domestic market data consortium: Creates the Emerging Domestic Market Data Consortium to collect data and make it available to promote the development of emerging domestic markets.

AB 2845 – Jones: Deferred deposit transactions: This bill would instead prohibit the interest for a deferred deposit transaction from exceeding an annual percentage rate of 36%.

AB 2998 – Carter: Microenterprise: Economic development: Requires the California Workforce Investment Board (CWIB) to develop guidelines for entrepreneurial training and makes technical modifications to the definition of microenterprise.

AB 3045 – Comm. on Jobs, Econ Development and the Economy: Economic development: Adds definitions and makes technical, nonsubstantive amendments to the codes relating to the state's economic development programs. It defines "emerging domestic market" and "triple bottom line".

AB 3046 – Comm. on Jobs, Econ Development and the Economy: California Office of Trade and Investment: Establishes the California Office of Trade and Investment to assist the Business, Transportation and Housing Agency in carrying out its duties in Supporting foreign trade and investment.
